Recently, the Dongying Wind Power Equipment Testing and Certification Innovation Base, designed by Shandong Electric Power Engineering Consulting Institute (SDEPCI), successfully connected its first batch of wind turbines to the grid. Located in the Dongying Economic and Technological Development Zone, the base is China's largest offshore wind turbine testing facility. Upon completion, it will become the world's most powerful coastal wind power testing and certification base in terms of single-unit testing capacity, supporting the offshore wind industry's expansion into deeper waters.　　

　　During the initial design phase, the project faced numerous technical challenges, including a specialized transport corridor for 130-meter ultra-long wind turbine blades, a turbine lifting platform with a bearing capacity of 250kPa, and bending moment loads far exceeding those of onshore wind farms. The design team adhered to the principles of “broad observation and selective adoption, upholding integrity while pursuing innovation”, leveraging their design expertise and expert talent. Through multiple specialized discussions with transportation industry professionals and academic experts, they overcame unprecedented challenges one by one, delivering the optimal solution for the project's grid connection.　　

　　The Dongying testing base will establish multiple advanced testing platforms, addressing critical industry bottlenecks such as “difficult certification, long cycles, and high costs”, as well as breaking through “bottleneck” challenges in industrial development. It will significantly enhance China's research and experimental verification capabilities for offshore wind power equipment. Currently, the base has become a sought-after “technical examination hall” for wind power enterprises, with five of China's top ten wind turbine manufacturers and four accredited testing institutions already setting up operations there.
