　　1.RFP conditions

　　Shandong Electric Power Engineering Consulting Institute Corp. Ltd. (SDEPCI) (The Employer) plans to develop the offshore wind power projects in Portugal. This RFP is for the consulting services for dialogue phase of offshore wind power project mentioned above.

　　2.Project briefing and work scope

    Scope of work:

　　1)Portugal Offshore Wind Power Project Consulting Services including but not limited the legal service and the review and consulting for Expression of Interest documents

　　2)Provide the consulting service on the "dialogue phase” to discuss options for pre-qualification and bidding models".

　　3)Assist in contacting the relevant authorities for offshore wind power projects in Portugal.

　　3.Bidder Qualification requirements

　　The Bidder shall meet the following conditions:

　　(1) Basic qualificationsrequirements

　　•A Bidder must be a validly existing company incorporated in Portugal.

　　•The bidder shall have more than 10 (inclusive) practicing lawyers, with supporting documents evidencing employment relationship provided;
