1.      RFP conditions

Shandong Electric Power Engineering Consulting Institute Corp. Ltd. (SDEPCI) (The Employer) plans to develop the offshore wind power projects in Portugal. This RFP is for the consulting services for dialogue phase of offshore wind power project mentioned above.

2.      Project briefing and work scope

Scope of work:

1)         Portugal Offshore Wind Power Project Consulting Services including but not limited the legal service and the review and consulting for Expression of Interest documents

2)         Provide the consulting service on the "dialogue phase” to discuss options for pre-qualification and bidding models".

3)         Assist in contacting the relevant authorities for offshore wind power projects in Portugal.

3.      Bidder Qualification requirements

The Bidder shall meet the following conditions:

(1) Basic qualifications requirements

•        Consortium bidding is not allowed.

•        A Bidder must be a validly existing company incorporated in Portugal.

•        The Bidder should have qualification to engage in consulting work on the energy projects.

•        The bidder shall have more than 10 (inclusive) practicing lawyers, with supporting documents evidencing employment relationship provided;

•        The Bidder is operating well without ordered cessation of business, takeover or freezing of asset, and bankruptcy.

（2）Special qualifications requirements

l The bidder has the similar consulting performance in Portugal (need to provide supporting documents such as a scanned copy of the contract signed with the contractor).
